In 2019, the City of La Grande completed a housing study (aka Housing Needs Analysis) that forecasted the City’s housing needs over the next 20 years for low, middle and upper income housing, for both rental and home ownership.  On February 17, 2021, the City hosted a public open house via Zoom Meeting to invite community members of La Grande to engage in discussions and share their ideas on the possible actions the City could take to create opportunities for more housing development in our community.  This is a State funded effort and the City has hired a consultant to facilitate this public meeting.

Thank you for visiting the Virtual Open House for the City of La Grande Housing Production Strategy. The City would like public input to help prepare its first Housing Production Strategy. This document will establish a set of actions the City will take in coming years to support housing development. The Housing Production Strategy is a new state requirement.

This website presents information on some of the actions the City is considering. The actions include zoning changes, changes to taxes and fees, planning projects, or partnerships with other developers and organizations. Below you will find instructions for navigating the site.

HPS - Draft Strategies Memo

The purpose of this memo is to propose a draft set of strategies and actions to be included in the City of La Grande’s Housing Production Strategy. The City of La Grande conducted a Housing Needs Analysis (HNA) in 2019. As required by state law, the HNA projects the housing needs of the City over the next 20 years and evaluates the City’s supply of residentially zoned land designated to meet that need. Through the passage of House Bill 2003 in 2019, the state legislature directed the Department of Land Conservation and Development (DLCD) to require that each City will produce a Housing Production Strategy (HPS) that will commit the City to a set of actions to meet the housing needs identified in the HNA.

Background - Housing Needs and Production Strategies (House Bill 2003)

In 2019, the Oregon Legislature passed House Bill 2003 which requires cities over 10,000 people to analyze their housing needs for current and future residents; and, to adopt a housing production strategy that lists specific actions a city will take - such as revising regulations or providing financial incentives - to promote the development of all identified housing needs.
